According to the letter, green power trading should give priority to fully marketized green power. If some provinces give priority to the scale of fully marketized green power at the early stage of the market, they may consider organizing users to purchase green power from grid enterprises that enjoy government subsidies and guaranteed purchases.
Among them, the additional income generated by fully market-oriented green electricity belongs to power generation enterprises; The grid enterprise will sell and collect the subsidized green electricity purchased from the grid enterprise, and the additional income generated will be used to hedge the government subsidy. If the power generation enterprise voluntarily exits the subsidy and participates in the green electricity transaction, the additional income generated will be returned to the power generation enterprise. For other green electricity guaranteed to be connected to the Internet, the additional income generated by the power grid enterprises shall be accounted for separately. In accordance with the requirements of the National Development and Reform Commission and the National Energy Administration, the funds shall be earmarked for the construction of new power systems.
The letter pointed out that the trading of green electricity should fully reflect the environmental attribute value of green electricity, and in accordance with the principle of ensuring income, the upper and lower limits of the trading price can be set reasonably by referring to the supply and demand of green electricity.
